We've been able to buy that stuff forever... I remember seeing it in science catalogs when I was 10 or 11. It's just a lot easier now because of the internets. Fact of the matter is you would need to buy many thousands of those containers to get any weaponizable amount, and you'd need advanced machinery to extract it, then you'd need a centrifuge to enrich it... by step 1, you'd be talking to Homeland Security.
