So does the bat signal only work on cloudy nights? Or what if it's really foggy? How about a bright sunshiny day? Seems like the thing wouldn't cut the mustard. I think a cell phone would be better.

Bat man only used his cell to call his butt-budy Robin. The cloudy-night signal is only used by clueless city officials who are behind the technological curve.
Berts only require the desire and some alcohol to jump into action. They don't need anyone to require their services and they don't call for backup. Other Berts will join in naturally so that the first doesn't get all the glory and have all the fun.

The chances that a crime are going on in Gotham... or on Sesame Street... on any given night, are probably, realistically, 100%. Therefore, the Bat/Bert signal is really only psychological.
