From the American Government's point of view, nothing went wrong except the USSR broke up. Without some big, bad enemy to posture against how could they justify all of their military expenditures, larger government and removal of liberties??! Something must be done! So they started doing it (including creating the "next" big, bad - and wickedly nebulous - enemy: Terrorism!).
