I can see both possibilities here.  On the surface this should have been in place BEFORE they gave out any bailout money but, once a precedence is in place, this could easily be misused to "spread the wealth."

In either case, I thought it would be a good topic for discussion here! :)
im all for socialism.  would you rather have these banks spending your tax dollars on foolish salaries and bonuses.
The only issue with this is that I can see high-level managers making more than the CEOs!

Also, some of these guys won't be able to afford their house payments, car payments, staff, etc.  I think this is a bold step, though.  I can't imagine for the life of my Bush standing up and telling anyone they need to limit their salaries.  Obama has got real balls.

On the other hand, no one is making these guys take federal money.  In a time of economic crisis, I don't see any problem with some rich bastard taking a big fat pay cut.  Or, leave the money alone, and go without TARP funds.  A scenario where anyone makes $500k isn't anywhere near socialism.
