Interesting video.
New Orleans was a pretty terrible government response...
Security control clearly became the #1 issue for the government.
Why can't they walk - because the communities they would be walking to aren't capable of providing for them as masses.
This is the thing that is ignored by arm chair generals in war - large civilian populations cannot just get up an walk somewhere else.
So yeah - if I was in New Orleans at that time - being armed would help me survive - probably, it may also make more likely to take chances that lead to my and others deaths - impossible to say, but in that situation my gut prefers to be totally armed - with Bazookas if possible.
But as a population as a whole in that situation - Arms has upped the ante several orders of magnitude and made it a hell hole for security and relief.
Even so - it wasn't exactly Falujah in there - but face it George Bush was in charge then and he was a crap lazy president - one of the worst.
Hard to imagine any other president being as negligent as him.
