Keeps saying I can't fix problems because I'm not an administrator. How can I fix this? It's on my work Toshiba PC.

Ask the administrator to fix it!  :D

(If you're the one who loaded all the software, then you must have another login that has administrator privilege. ;))
I didn't load all the software. That may be the problem. I'll check into that. How can I check that, by the way. ;D
If you didn't steal the PC, then you should have a clue who set it up for you, no?

You said it's your work PC - so who at your work takes care of these type things?  If you bought it with pre-loaded stuff, then you should probably go back to where you got it and ask how to get control of your own PC.

True, and that's why I mention taking the PC back to who ever set it up, however, it's also possible that the administrator account wasn't set up (at least that's what they are indicating in the article).
It's your work PC, and the actual Administrator (that guy in IT who you should have taken out for a beer like two years ago) has not made YOU an administrator.  So actually, there's quite a bit you can't do on that computer, you just never noticed or needed to before.
The computer says I am the administrator. I can't find any other user anywhere, not even a guest user. I doubt I have a clue as to what I'm talking about. ;D
I tried to use the directions step by step but they don't work. I get to a step and the option they are calling for isn't there. I also tried to find the enable administrator option and it didn't work either. Fuck windows shit. I hate these damn things. >:(
