I asked Bruce how he planned to keep up because I expect these things to FLY off the shelf. He said when the first shipment hits the U.S. there were be TONS of them coming in.

yep. It means that cables and effects will not, just by being inserted, degrade the signal. Now, if the effect itself is not transparent, it will show, but it minimizes the effects of cables and differing impedances between devices you insert.
Unfortunately, most of the girls up here in the Pacific Northwest are also buffered... Usually by 40 pounds or more. :( ;)
