The guy says it is used by Mark Knopler and Satriani. There is also a video showing it used by Michael Schenker. He claims, it is totally analog.
It is a dummy load as well. You plug your amps speaker out to it and you don't have to worry about the speaker load which has to be there to complete the tube circuit. It does that and lets you crank your tube amp to full without ANY voice.
I would like to have one if it did not cost $1,159.00!
