That's insane. It reminds me of the EH Freeze pedal, but with an expression pedal, or a looper that only loops a short phrase then allows you to pitch bend it. I'm not sure what the tech is behind that but he built it in the 80s so it's not high tech at all.
I'm surprised he never tried to market it. It's definitely an effect I've never heard before!
